We regularly receive the same question from tenants who have just moved in: the APL application has been sent, but the payment is delayed or the amount does not match what was expected. In the vast majority of cases, the problem arises from an error upstream, often related to the declaration of resources or the application timeline. Understanding how the CAF operates before filling out the form helps avoid these blockages.
APL and real-time income: what the quarterly calculation changes
Since the reform of APL in real-time, implemented after 2021, the calculation of your allowance no longer relies on income declared two years earlier. The CAF now uses the income from the last twelve rolling months, with a quarterly update of your rights.
In practical terms, if you lose your job or if your income decreases, the impact on the amount of your APL is felt in the following months, not after two years. The reverse is also true: a salary increase reduces the aid faster than before.
This mechanism has a direct consequence on your application. Every quarter, the CAF recalculates your rights by cross-referencing your declarations with the tax data transmitted automatically. An inconsistency between what you declare and what the administration receives can block the application, or even generate an overpayment to be reimbursed. We have seen tenants end up with a reimbursement request several months after the first payment, simply because a change in situation had not been reported in time.

CAF APL simulator: use it before signing a lease
Many tenants start the housing aid simulation after signing their lease. It’s too late to adjust anything. Do the simulation before committing to a rent, to know what amount the CAF will actually cover.
The simulator available on the CAF website requires several pieces of information: postal code of the future housing, amount of rent excluding charges, household composition, and recent income. Feedback varies on the accuracy of the result (the estimate may differ from the final amount by a few dozen euros), but the order of magnitude is reliable for deciding between two apartments.
Data to prepare for a reliable simulation
- The exact amount of rent excluding charges, as it appears on the lease or advertisement. The CAF does not take into account rental charges in the calculation of APL.
- Your net income from the last twelve months, including unemployment benefits, alimony, or income from self-employment.
- The precise composition of your household: number of dependents, couple situation or single person. An additional child changes the scale.
By running several simulations with different rents, you can identify the threshold beyond which the APL no longer sufficiently compensates for the rent increase. This is a concrete negotiation lever before signing.
APL application: the documents that really block processing
Online guides often list about ten supporting documents to provide. In practice, three documents account for the majority of blockages during the processing of the application.
The complete and signed lease
The CAF requires a lease that mentions the tenant’s name, the exact address, the start date, the amount of rent, and the living area. An incomplete lease or a simple accommodation certificate without the mandatory mentions delays processing by several weeks.
The bank account details in the name of the applicant
The bank identity statement must be in the name of the person making the request. A bank statement in the name of a third party (parent, undeclared partner) results in an automatic rejection. For couples, the bank statement must correspond to the holder of the CAF application.
A valid residence permit for non-EU nationals
An expired residence permit immediately suspends the payment of APL. The CAF checks the validity of the document at each renewal of rights. If your permit expires between two quarters, submit the renewal receipt without waiting for the reminder.

APL payment schedule: two dates depending on your housing
The payment of APL does not occur on the same date for everyone. In HLM housing, the aid is generally paid around the 25th of the month, directly to the social landlord (third-party payment). For tenants in the private sector, the payment occurs around the 5th of the following month, into the beneficiary’s account.
This difference has a direct impact on budget management. If you are in the private sector, you must pay the full rent upfront and then receive the APL later. Planning for this delay from the first month avoids payment incidents with the landlord.
First payment: the waiting month
The CAF applies a waiting month at the start of the entitlement. Therefore, your first payment will only occur from the second month following the opening of your rights. This delay is not related to a problem with the application; it is a systematic rule.
To avoid wasting time, submit your application on the day of your move. Waiting a few weeks mechanically pushes back the first payment, without any benefit. The most useful reflex remains to check each quarter that your resource declaration is up to date in your personal space. A well-prepared APL application that is never updated will always end up generating a reminder or a suspension, sometimes several months after the first payment.
